Paul retired from New York State government where he held various senior level staff positions in both the Executive and Legislative branches. Most of his career was spent planning and developing new programs, evaluating existing programs, analyzing budgets and financial controls, and providing executive level leadership within organizational units he headed. He served in the State Comptroller’s Office, Division of the Budget, State Legislature, Higher Education Services Corporation, and the Office of Mental Health. He is past Director of the Shared Municipal Services technical assistance project at the Government Law Center (GLC) of Albany Law School; and was the first Clarence D. Rappleyea Government Scholar in Residence at the GLC. Paul has served as 2nd Vice President, the Executive Vice President and President. He has been a Member of the Board since October 2008.
